Shutdown Meeting

The facility maintenance and engineering departments called a meeting with all interested parties present. This included Powertronic, Inc., the two electrical contractors, and department heads from the facility. A review of the shutdown schedule was provided including the maintenance window. The shutdown should be done within a 12-hour shutdown. One contractor was given the responsibility of arranging the disconnect/reconnect with the local utility. No work would commence until the shutdown of power was complete and proper safety procedures implemented. The facility maintenance personnel would shutdown power throughout the facility and open all disconnect devices up to the main service entrance switch. The facility personnel would place grounding equipment on the high voltage switches; no work would start until this was done. At that time the utility would remove power and all parties would follow proper lockout tagout procedures. One representative from each organization would place a lockout on the main switch. Then the maintenance would commence. During the shutdown procedure, the electrical contractors would have personnel running temporary power to various critical loads in the facility and providing control power and lighting in each of the substations where the emergency circuit would not be sufficient.

The following was the assignment of duties.

Facility Personnel - Responsible for lockout/tagout procedures and safety in the facility. They would provide personnel to assist with cleaning of equipment, access and opening of equipment.

Electrical Contractors - Responsible for shutdown of utility power, emergency lighting and control power. Provide personnel to remove panels and provide access to equipment, and to check mechanical connections within each switchboard. One contractor would be installing a new switchboard in one of the substations in conjunction with the maintenance.

Powertronic, Inc. - Responsible for electrical testing and supervision of facility personnel and electrical contractors relating to all work being done on the substations.

The meeting went smoothly with the most animated portion being the various departments deciding who would receive emergency power during the shutdown.

With all specifications agreed and a shutdown schedule worked out (7 AM - 7 PM), the maintenance was scheduled for the day after Thanksgiving.
